Helipad owner moves HC over ‘flawed’ tender again

Dehradun:  A helipad owner has approached the high court again in less than a week after the state government made yet another amendment in the tender that invited bids from companies to run chopper services to Kedarnath during the Char Dham yatra.
Helipad owners, some of who also double up as chopper operators, had earlier alleged that new guidelines and norms introduced by the government had resulted in their exclusion. After the new norms, of the 14 helipads that fly choppers to Kedarnath, only nine would be in operation.
The chopper operators had earlier claimed in the high court that there have been as many as six amendments in the original tender which they alleged had been done “to suit just a few heli-companies.” Rajeev Dhar, who owns a helipad at Trijuginarayan, had filed a writ petition in the court on April 16 demanding that the earlier tender be scrapped. The state government floated a re-tender on April 17 following which Dhar withdrew his writ. A day later, the government tweaked its tender again.
Dhar told TOI, “There is no transparency in the tender floated by the Uttarakhand Civil Aviation Development Authority. It is meant to give benefit a handful of firms even though as a fallout of this five helipads will remain unused during the yatra season.”
