Toronto: It's not the tools but their packaging and how they reached the plane are questions concerning investigators probing the grounding of the Air India flight from here on Monday, police said.
The suspicious package, that forced the India bound flight to return here, was wrapped in black tape and contained "hard tools," a police official said.
"Regardless of whether they (security) allowed it or not, it was the way they were packaged very uniquely that caused investigators concern," he said adding, "We still haven't determined how they got there."
The Boeing 777 jet was bound for Birmingham, England, and Amritsar, and New Delhi, but was turned around near Montreal and rerouted to Toronto after the suspicious package was discovered.
