Pune: The city's Lohegaon airport as well as the Goa airport, which are part of the defence airbases, have been excluded for now from the Airports Economic Regulatory Authority's (AERA) latest guidelines specifying terms and conditions for determination of tariff for aeronautical services provided by the airport operators.
Aeronautical services refer to a range of services including facilitation of the landing, housing or parking of an aircraft; ground safety services; ground handling services relating to aircraft, passengers and cargo; operation of cargo facility; supply of fuel to the aircraft and navigation services for air traffic management at the airport.
The government had set up AERA by way of an act in 2008 with a specific mandate of regulating the tariff and services at the airports in the wake of a growing clamour among the aviation stakeholders, against the lack of uniformity in the airport tariffs and allied issues. In December 2009, the AERA set off a long-winding public consultation process for formulating guidelines, which will lead to the determination of tariffs for the airport operators.
On Monday, the authority released a 170-page comprehensive document titled the 'AERA of India (Terms and Conditions for Determination of Tariff for Airport Operators) Guidelines, 2011', which are now in force across nine of the total 13 major airports in the country. The AERA Act describes a major airport as the one with an annual passenger throughput i.e. people flying in and out of the airport, in excess of 15 lakh. "The authority may issue separate guidelines relating to the Indira Gandhi International Airport, New Delhi; Chhatrapati Shivaji Interational Airport, Mumbai; and the civil enclaves at Pune and Goa," the document stated.
When contacted, a senior AERA official said, "We are in the process of drafting separate guidelines for the civil enclaves, taking into account the special considerations, in consultation with the representatives of the ministry of defence." A consultation paper on these lines was being issued separately, he said.
