Agarwal did not seek final clearance, reveals inquiry

Lucknow: He was given the task of investigating the irregularities in the two contracts but it is alleged that instead of recommending penal action against the accused, he dismissed them as mere human errors and closed the files. The CBI during its preliminary inquiry into the case found Misra's action to be a "conscious connivance to conceal crime and cause losses to the exchequer".
The ED in its case has also accused V P Agarwal of irregularities during his posting as member planning at AAI. Allegations against Agarwal are that while sanctioning the two contracts, as member planning, he was supposed to forward the complete files to the AAI chairman and the ministry of civil aviation for their final nod. Agarwal, however, decided not to send the files to the higher-ups and cleared the project on his own. During investigations into the scam, it came to light that the decision to not send the projects for final clearance was malafide and had helped the other accused to siphon off public money.
