Sea as an alternate airport project site?

Mumbai:  Even as all agreements needed to kickstart construction of Mumbai's second international airport at Navi Mumbai have been clinched, "high project cost" can still potentially create a major hurdle.
"If high project cost makes it financially unviable for bidders, we may have to shift the site and build it by reclaiming the sea," chief minister Prithviraj Chavan said on Monday.
State government sources, though, said the possibility of such a scenario is "remote".
Following the eight-year delay in construction, the expected project cost has already risen to around Rs 15,000 crore from the initial Rs 5,000 crore.
Chavan said, in principal, the Centre had approved such proposals for other cities in the country and it may be the most viable option in case of bid failures in the course of project construction.
