Proposed civil aviation authority no better than existing DGCA: Panel

New Delhi: The Bill for setting up the proposed Civil Aviation Authority (CAA) seeks to create an authority which will be as good as the existing Directorate-General of Civil Aviation (DGCA) without much change in its powers and authority, the Parliamentary Committee on Transport, Tourism and Culture said on Thursday.
“The legislation needs a serious relook...it seems to have been drafted in a hurry to ensure that India is not downgraded... We doubt whether the Bill will see the light of the day in this session as the Ministry would have to at least study our recommendations, said Sitaram Yechury, the Committee’s Chairman, in a press briefing.
The proposed authority seeks to replace DGCA and will have financial autonomy to regulate civil aviation safety and provide for better management of civil aviation through safety oversight of air transport operators, airport operators, air navigation service operators and providers of other civil aviation services or facilities.
