PIO who took airport authorities head-on at SC door for justice

New Delhi: Undue delay in immigration clearance at the airport can be harassing for passengers. But to protest against the system can become a harrowing experience too.

Harmandeep Rai, a US national of Indian origin, learnt this the hard way on one of his trips to India almost three years back. Rai, a doctor by profession, who is facing trial in the case before a Delhi court approached the Supreme Court for hearing him out as he claimed that it was police and immigration authorities who misbehaved with him and assaulted him before allegedly framing him in a false case. His lawyer, senior advocate Colin Gonsalves submitted that the CCTV footage would dispute the story put forth by police.

Upon arrival at the Indira Gandhi International Airport, Rai’s fiancĂ©e Rupinder Kaur was held up by the Immigration authorities for hours on September 29, 2013. Fuming over the illegal detention, Rai lost his cool and walked up to the officers posted with the Bureau of Immigration for an explanation.

He even had some heated exchanges with the Immigration staff and allegedly abused the officials. He was later given an explanation that a Look out Circular (LOC) had been issued against a lady who resembled Kaur and this caused the delay. But before things could settle, Rai was taken to the Airport police station and arrested by police for obstructing public servant at work (Section 186) and assaulting a public servant (Section 353) of the Indian Penal Code.
