DGCA to track compliance with flier-friendly rules

New Delhi: The civil aviation regulator has, for the first time, asked domestic airlines to submit weekly compliance reports on a slew of passenger-friendly measures announced by the government.

The directorate-general of civil aviation (DGCA) plans to use these reports to determine whether airlines are following the new rules on ticket cancellation charges, extra baggage fees, refunds on flight cancellations and facilities for fliers with disabilities.

"Airlines are expected to follow the new rules. But the only way we can monitor compliance is through regular reports from the carriers," a DGCA official said.

Under the rules, which took effect from August 1, cancellation charges should not be more than the base fare and the fuel surcharge in a ticket. This will apply even to promotional or special fares.

Airlines will also be required to process refunds of cancelled tickets bought from travel agents designated as "appointed representatives". All refunds must be credited in 30 working days. Ticket cancellation charges earlier ranged from Rs 1,500 to Rs 2,250 and, in some cases, were higher than the total fare.

The new rules also list the facilities for passengers with disabilities or reduced mobility. Such persons will have to inform the airline about their needs at least 48 hours earlier, according to the rules announced last month.
