DGCA to provide licences to ATOs

The Aviation Ministry has taken a decision to get the Indian air traffic controllers(ATOs) licensed by the Directorate General of Civil Aviation(DGCA), like the pilots. The decision has been taken after the International Civil Aviation Organisation(ICAO) classified the air navigation services as a separate regulatory agency which provides the navigation services. The Airports Authority of India (AAI) had been doing the licensing of ATOs till now.

“The aviation ministry has decided that DGCA will do licensing of ATCOs. AAI has an outstanding ICAO-compliant training and certification system for ATC. We will now approve that and have surveillance over that system. The modalities of the licensing/certification process under DGCA is being worked out and will be finalised soon,” said a senior DGCA officer.

The move comes after Indian Aviation was audited by ICAO under its universal safety oversight audit programme from November 6 to 16, 2017. Questions were raised over the regulatory framework for ATC, the major area of concern was that AAI being the parent organisation for ATC gave licenses to ATCOs. On the other hand, DGCA had been authorised to issue pilot licenses and professionals licensed by this independent regulator could work for the airlines.
