Margao: Indian Navy has clarified that it had no role in the circular issued by the South Goa Collector, which mandated seeking NOC from Navy for ‘land conversion’ within 20 kilometres of the Dabolim Airport.
In a press statement, Navy has stated that the circular vide Circular No COL/SG/CONVE-CELL/NOC-AAI/2018/12878 dated November 7, 2018 was issued suo moto by the district administration and Indian Navy has no role to play in it.
"Certain observations in the circular were conveyed to the District Administration by Headquarters Goa Naval Area when it was issued. It is reiterated that the Indian Navy has no mandate towards land conversion and NOCs are issued only for civil construction. Also, the Indian Navy has no role to play either on the issue of the said circular or its withdrawal", it states.
According to the Navy, it is a notification published by Ministry of Civil Aviation through an Extraordinary Gazette of India on September 30, 2015, which stipulates that No Objection Certificate (NOC) needs to be sought from the Operating Authority of a particular aerodrome prior any construction within 20 kilometres from the runway.
"This NOC is to be sought from the authority responsible for operating the airfield, which is the Local Defence Authority in case of a military/ dual-use airfield. Goa Airport being a dual-use airport, under the jurisdiction of Flag Officer Commanding Goa Naval Area, all NOCs pertaining to Goa Airport, need to be sought from Headquarters Goa Naval Area. These are based upon the rules promulgated by the Government of India and are not formulated by Indian Navy only for Goa Airport", it states.
It further states that the Navy is in the process of preparing a Colour Coded Zoning Map (CCZM), which will indicate various demarcated areas within 20 kilometres from the runway and the top elevation permitted for any construction within those areas.
