Uproar Continues in Goa Assembly over Monserrate issue

Goa: For the second day, the Goa Assembly on Wednesday was adjourned following Opposition's demand to discuss state Education Minister Atanasio (Babush) Monserrate's detention by customs official at the Mumbai airport.
The Congress minister was caught last week with 25lakh of unaccounted cash at the Mumbai airport. Babush was on his way to Dubai.
Citing rules of the rules of the Constitution Speaker Pratapsingh Rane disallowed Opposition leader Manohar Parrikar's adjournment notice. "The matter is under the investigation of a statutory authority. In the 7th schedule of the Constitution of India , this matter you have raised can be agitated in the parliament, not in the state," Rane said.
Opposition, however, continued agitation. "There should be a debate on how much money he had with him and who channelled it. The Chief Minister must answer. Should this be the image of Goa that his Cabinet represents?" asked a vehement Parrikar, while alleging that government was shying away from discussing this crucial issue.
Rane though asked Parrikar to seek permission for a debate by a voice vote, "Put it to vote in the House and let them decide. If the House wants it, I have no objection," he said. With the Opposition refusing to relent Speaker Rane adjourned the session.
