The Ministry of Home Affairs (MHA) and the Ministry of Civil Aviation (MCA) are at loggerheads over the control of Aviation Security Group (ASG) comprising the Central Industrial Securities Force (CISF) that presently guards 59 airports across the country.
The CISF, at present, is under the command and control of the MHA. But the MCA has now mooted a proposal for creation of a separate Aviation Security Force (ASF) under its command and control, an idea strongly opposed by the MHA. Among others, the MCA also calls for transferring the existing ASG personnel to the new entity.
CISF was entrusted with the security of airports after the hijacking of the Indian Airlines Flight IC 814 from Kathmandu on December 24, 1999. After the hijacking incident, a committee of secretaries, on January 7, 2000, had decided to assign the task of aviation security at Indian airports to the CISF.
