Panaji: Chief minister Manohar Parrikar denied charges that there was a delay in floating of tenders for the Mopa airport saying that the delay was because of the close scrutiny of the "request for qualification" (RFQ) documents.
Parrikar said that he was scrutinizing the RFQ documents clause-by-clause to ensure that it became more open to the maximum number of bidders and the government got a better choice of players.
