Stakeholders seek more time to study aviation draft

Airlines and airport operators have sought more time for offering their comments to the draft aviation policy even as the government is rushing to finalise it by the end of December. Acceding to the request of stakeholders could delay notification of the key policy paper.

The nodal aviation ministry had asked stakeholders to give their views on the draft national civil aviation policy (NCAP 2015) in three weeks from the date of its release on October 30. Aviation companies, however, requested the ministry to extend the deadline for submitting comments by another three weeks, citing the need for studying it in detail.

The ministry, it may be noted, failed to take a final view in its policy draft on one of the most contentious 5/20 rule for flying overseas. Instead of deciding on the future policy action on the issue, it offered three options — retaining the rule, scrapping it completely or replacing it with some relaxed eligibility criteria — and sought stakeholders’ comments on them.

The incumbent and start-up carriers have been locked in an intense battle over the issue, with each side pulling string in their directions.

“Trade body representing private airport operators have requested for three more weeks’ time. They have clearly said that the time given by ministry is very short and, therefore, they would not be able to give any meaningful suggestion,” an official said, wishing not to be named.
