India to gain huge RTKs from international aviation: CEEW

New Delhi: India is expected to have 10 billion Revenue Tonne Kilometres (RTKs) from international aviation by 2020, which is expected to touch 20 billion RTKs in the short to medium term.
The GMBM scheme, enshrined in the ICAO proposals and the agreement reached in Montreal on 6 October, envisages having carbon-neutral growth after its mandatory adoption in 2027, which means India would have to at least bear the burden of offsetting emissions commensurate with nearly 10 billion RTKs annually by 2030.

According to analysis by Council on Energy, Environment and Water (CEEW), RTK is not a true proxy for carbon emissions and actual carbon emissions need to become the basis for offsets. ICAO has since changed this basis from growth in RTKs to growth in actual carbon emissions, but the agreement continues to use RTKs as the proxy to exempt countries with low RTKs, in addition to small island developing countries and the least development countries blocs.

"After the Paris Agreement on climate change, there is an uptick in the pace of other climate-related negotiations. A deal on civil aviation emissions is one positive signal but it has to be operationalised in a way that countries are not absolved of their historical responsibilities. And developing countries, which have nascent aviation sectors, should receive incentives for using more efficient aircraft even as the aviation sector grows in line with their economic development," said Dr Arunabha Ghosh, CEO, CEEW.
