The Modi government violated the law and ignored the advice given by some of its own ministries and departments to allow private firms to develop and operate six airports that had been recently upgraded. The changes in the norms enabled the Adani group, a new entrant in the airport sector, to win all six bids to develop the airports at Ahmedabad, Guwahati, Jaipur, Lucknow, Mangaluru and Thiruvananthapuram.
