Not that there haven’t been any runway scares lately for the Airports Authority of India to need reminding about safety protocol.

Why airport user fees are illegal

The Airports Economic Regulatory Authority (AERA) recently approved an increase of 346 per cent in airport charges. The decision was taken to please the Delhi International Airport Limited (DIAL), which has been lobbying for an increase in the user development fee (UDF).

Without going into the technicalities of the contract and fee collection, the Supreme Court said that the collection was ab-initio void because there were no enabling ‘Rules' to empower fee collection.

Opposition to Goa airport project continues

Panaji: The Goa government's decision to quickly complete a controversial airport project at Mopa near the Maharashtra border is being criticised by the state's political parties and civil society members.
"Why is the BJP government pushing at breakneck speed for an airport that will sound a death knell for tourism in Goa? It is unfair to build an airport close to the border. We favour a central place such as Ponda (central Goa) for the new airport if the government says so, but not in Mopa," Radharai Gracias, vice president of United Goans Democratic Party (UGDP), told a news agency.
The Goa Cabinet April 23 gave a "in principle" nod to the airport's Rs 2,500-crore master plan to be completed by 2015.

Delhi airport to be world's costliest

New Delhi: India's New Delhi airport will become the world's most expensive, with its operator GMR Infrastructure Ltd permitted to raise charges, hurting the airport's ambition to become an aviation hub, an airline industry body said.
Earlier on Wednesday, GMR, which received a regulatory approval to raise the airport charges from May 15, called the increase inadequate to cover its costs.
Air ticket prices for international flights operating from the airport would rise by an average of 580 rupees ($10.99), while domestic fares would increase by an average 290 rupees, GMR said in a statement.

AERA decides to raise landing, parking charges by 346%

New Delhi: In a move that would soon raise air travel costs from the IGI Airport here, the Airports Economic Regulatory Authority (AERA) Wednesday decided to raise landing, parking and other charges by a whopping 346 percent for two years.
In its latest order, AERA also fixed higher rates of user development fees (UDF) for both incoming and outgoing domestic and international passengers this year, with the rates going up further from April next year.
The order covers the charges to be levied on airlines and other airport users for uplift of fuel and using the Common User Terminals or CUTE.
The hike in airport charges for 2012-13, which would be effective from May 15, is however less than half of the 774 percent hike sought by GMR-led joint venture Delhi International Airport Limited (DIAL). The rates for 2013-14 will be applicable from April one 2013, the AERA order said.
It said that the 345.92 percent hike would be "on a one time basis during the Control Period" between 2012-14.
The AERA has now included incoming air travellers also in the ambit of UDF. The rates applicable for 2012-13 would go up considerably in 2013-14, the order shows.

Queues ground morning fliers

Calcutta: More fliers miss morning flights at Calcutta airport every day because of long queues and deficiencies in infrastructure than for reporting at the airline counters past the 45-minute deadline for check-in, say officials.
Between five to 10 fliers have been walking into the airport manager’s office on an average every morning over the past few months to complain about being denied boarding passes despite arriving at the terminal an hour or more in advance.
The majority of them are apparently victims of the chaos inside the terminal, starting with the snaking queues for baggage X-ray. “Unlike in Mumbai and Delhi, people flying out of Calcutta airport have to queue up thrice to reach the boarding arena. The antiquated, manual system of screening registered baggage is the prime culprit,” an airline official said.
The city airport unofficially scrapped an inline baggage screening system that cost Rs 36 crore after putting it on trial for just three days last September. The inline system was supposed to replace the X-ray junctions for registered baggage so that fliers didn’t have to line up to get their bags screened and lug them to the check-in counters, where another snaking queue would await them.

ATCs face acute staff crunch

Mumbai: Even as aviation traffic in Mumbai increases every passing year without a corresponding increase in infrastructure, the Air Traffic Control departments of both domestic and international airports are demanding for more manpower that can help tide over the crisis. The severe dearth of staff has led to overwork and is consequently affecting flight operations. Presently, the Mumbai international airport handles around 700 flights daily.
Both the ATCs cumulatively needs at least 200 more controllers to handle the increased flight operations and officials have now introduced a rotation system for controllers which has led to heavy workload. While the Mumbai ATC has a current strength of 220 operators it needs around 150 to 200 more. The ATC at the domestic airport on the other hand has six controllers and needs around 12 to 15 more. Even as nine more recruits were brought on board the international ATC in February last year, it is still falling massively short of the requisite figure.

GoAir mulls late-night flights to attract budget fliers

Mumbai: To beat rising costs that have pushed air travel to a premium category and out of reach of many, the Wadia Group-promoted budget airline GoAir is falling back on strategies that were discontinued because those were ahead of times.
The airline is contemplating tossing back its red-eye flights once again, and it is in dialogue with several state governments to allow it to develop non-capital city routes with lower sales tax on the air turbine fuel (4% as opposed to 27%) and also has sought a waiver for 20 aircraft norm before an airline goes international from the government, said Jeh Wadia, managing director, GoAir.
GoAir, with a market share of 7.5% (government March passenger data), lost the tag of the smallest commercial airline to Vijay Mallya-promoted Kingfisher Airlines in March this year. It is evaluating adding a different aircraft type for smaller cities, beside its fleet of Airbus A320 narrow body type.

Airport security beefed up after attempt to pilfer cargo

Thiruvananthapuram: Authorities have taken steps to secure the perimeter wall of the Thiruvananthapuram International Airport in the backdrop of the cargo pilferage attempt at the airport on Sunday. A pillar measuring eight feet which was part of the gate near the wall has been demolished. Lighting will be improved along the 300-metre long wall near the cargo complex and people's access will be cut off at 15 feet from the wall, said airport authorities who held a meeting with the airline officials.
"The customs rules and regulation stipulate that the cargo be handed within two hours from clearance to the custodian of the cargo complex, Kerala State Industrial Enterprises. But the airlines are biting more than they can chew and are unable to keep pace with the movement," said the airport authority official.
Four cartons of air cargo belonging to Emirates airlines containing portable fans with charger and woolen rugs were found outside the perimeter wall by a civilian at 3am on Sunday. The cartons weighed nearly 50kg.
M Jayaraj, cargo controller, Emirates Skycargo, gave a statement at the Valiyathura police station that an attempt to pilfer cargo was made in the early hours of Sunday.

Rourkela misses bus again

Rourkela: Reintroduction of air connectivity to Rourkela city which has been a necessity for industrial growth of Sundargarh district, continues to remain elusive.
The district with large industrial and mining activities along with two noted educational institutions is felt to be a deserving destination for commercial flights.
In fact, Rourkela in the first quarter of 2011 had come close to having commercial flights, but for some reason missed the opportunity as the private airlines AIR Deccan reportedly backed out.
An administrative meeting convened in December 2010 under the chairmanship of the then Rourkela ADM Sachin Ramchandra Jadhav had informed about administration’s involvement in obtaining necessary ground clearances, including measures to obtain mandatory flight and air terminal clearances from the Director-General of Civil Aviation and security go ahead.
It was decided to upgrade the airstrip of Rourkela Steel Plant (RSP) to handle small size commercial air crafts and AIR Deccan vice-president Sanjay Sehgal too had agreed to press into service its 18-seater Beech 900D aircraft.

Bad weather ruins maiden Mechuka flight

Guwahati: The Arunachal Pradesh government's maiden flight from Guwahati to Mechuka Valley went awry on Sunday due bad weather and poor visibility. Though northeastern air service provider NE Shuttle's 18-seater Dornier aircraft left Guwahati's Lokapriya Gopinath Bordoloi International Airport, had to return after hovering over the Mechuka airstrip for sometime.
The aircraft will again leave for Mechuka with tourists from the city on Wednesday. "The weather was so bad that the landing strip was not visible. The response from tourists for the air service is encouraging and we are now looking forward to Wednesday's flight," P N Nepali, captain of the aircraft, said.
The Arunachal government launched the commercial flight service to Mechuka - a picturesque valley barely 29km from the Indo-China border - to promote the place as a tourism destination. Cochin airport records 9% growth in traffic

Kochi: Defying the downturn experienced by the aviation industry in other parts of the country, Cochin International Airport Limited (Cial) posted 9% growth in passenger traffic in 2011-12, over the previous year.

A service that refuses to take-off

Chennai: After a long construction phase, the expansion project of the Chennai airport, the third busiest in the country, is close to completion. The terminal buildings with their bright lights are a definite improvement on the drab old structures. What remains to be seen, however, is whether the new facilities truly match international airports in efficiency terms. One feature that Chennai airport lacks is good connectivity choices to the city. If you are a passenger flying into this famous aviation destination from Frankfurt, London, Brussels, Dubai, Singapore, Kuala Lumpur, Bangkok or even Bangalore, the first rude surprise is the lack of friendly connection options. Remember, nearly 10,500 international and 18,000 domestic passengers pass through the airport daily.
A passenger or visitor who wants to reach the city has no comfortable travel options other than to use personal transport or hire a poorly maintained taxi. It has been a downhill story for a long time now. Three years ago, the MTC, the monopoly city bus operator announced that it was withdrawing all its newly introduced air-conditioned buses operating to the city along two routes from the airport.
Passengers, the transport corporation argued, preferred to use their own vehicles and the bus service was not able to attract even local travellers. Consequently, only an obscure mini-bus service is available now. The reasons for lack of patronage are self-evident, but then, MTC rarely assesses transport demand through a public consultative process.

Sources said he later said that there was an additional Rs50,000 which had gone missing. This is the second incident of theft reported on a flight between Mumbai and Ahmedabad.

Get ready to cough up more if you fly by IGI Airport

New Delhi: Passengers planning to fly in and out of Delhi "or even transiting through IGI Airport" after June 15 should brace themselves to shell out an extra amount anywhere between Rs 360 and Rs 1,400 as a new charge called user development fee (UDF).
The Delhi International Airport Pvt Ltd (DIAL) has requested Airport Economic Regulatory Authority (AERA) to announce airport charge hike at IGI at the earliest and make the same applicable from June 15.
"We have requested for an early announcement of the tariff order and making it applicable from June 15. Apart from the financial losses we are suffering now, the other reason for this request is that people who are booking tickets to fly to, from or via Delhi after the date from which the new order would be applicable will have to line up to pay the new UDF at airport counters. So the earlier the order is announced, the new charge can be factored in by airlines and travel portals to avoid the hassle of lining up at IGI," said a DIAL official.

Enforcement Directorate to grill Airports Authority of India chief, DS Misra in airport scam

Lucknow: The Enforcement Directorate is set to question the Airports Authority of India (AAI) chairman, V P Agarwal, and senior UP cadre IAS officer Durga Shanker Misra in connection with the irregularities committed in the Rs 129-crore contracts for construction of a new terminal at Lucknow's Amausi airport and another Rs 38-crore contract for upgradation of the Varanasi airport. The ED registered a regular case under the provisions of the Prevention of Money Laundering Act in connection with these irregularities related to the two projects at its Lucknow office on Thursday.
Misra was principal secretary to the chief minister during the Mayawati regime. Before that, he was chief executive officer (CEO) corporate vigilance, AAI, when the irregularities first came to light in early 2009. He was given the task of investigating the irregularities in the two contracts but it is alleged that instead of recommending penal action against the accused, he dismissed them as mere human errors and closed the files. The CBI during its preliminary inquiry into the case found Misra's action to be a "conscious connivance to conceal crime and cause losses to the exchequer".

Agarwal did not seek final clearance, reveals inquiry

Lucknow: He was given the task of investigating the irregularities in the two contracts but it is alleged that instead of recommending penal action against the accused, he dismissed them as mere human errors and closed the files. The CBI during its preliminary inquiry into the case found Misra's action to be a "conscious connivance to conceal crime and cause losses to the exchequer".
The ED in its case has also accused V P Agarwal of irregularities during his posting as member planning at AAI. Allegations against Agarwal are that while sanctioning the two contracts, as member planning, he was supposed to forward the complete files to the AAI chairman and the ministry of civil aviation for their final nod. Agarwal, however, decided not to send the files to the higher-ups and cleared the project on his own. During investigations into the scam, it came to light that the decision to not send the projects for final clearance was malafide and had helped the other accused to siphon off public money.

In Agra-Mathura stretch, SP govt plans international airport

Lucknow The UP government is exploring the possibility of setting up an international airport between Agra and Mathura — in what could mean the end of the road for the Taj international airport proposed during the previous Mayawati regime.
Officials believe an airport between Agra and Mathura is a far better idea than the Taj international airport and aviation hub, proposed at Jewar near Delhi, and which is still awaiting clearance by the Centre.
The idea came up at a meeting called by Chief Minister Akhilesh Yadav on Thursday to discuss infrastructure development in the two tourism cities.
A senior officer said: “Unlike the other proposed projects, this one is expected to find takers at all levels for three reasons. First, it is not in the vicinity of any existing airport, so there won’t be objections on that front. Second, the footfall of international and domestic tourists in Agra and Mathura cannot be questioned. Third, the existing good connectivity of road with the national capital region adds to its feasibility.”

Changi backs out of joint venture with GVK, won't invest in airport arm

Hyderabad: Singapore's Changi Airport has backed out of a planned investment in the airport subsidiary of the GVK group citing regulatory uncertainty in India. Changi Airports International, a wholly owned subsidiary of the Changi Airports Group, was to invest 2,200 crore in GVK's airport subsidiary for 26% stake.
The Supreme Court's judgement on 2G spectrum also acted like a dampener. "It came like a shocker to us. Everything was working at clockwork precision until the Supreme Court announced its verdict on the 2G spectrum case," said Issac George, chief financial officer of GVK. "Though Changi has not officially written to us, they said more clarity was required on India's regulatory issues before going ahead with the investment."
Several calls made to Changi airport remained unanswered.
This is one of the first instances of a major foreign investor fleeing India on the back of regulatory uncertainty.

Book Reveals How C M Ibrahim Blocked Tata Airline, Bangalore Airport

New Delhi: In 1997, then civil aviation minister C.M. Ibrahim acted under pressure from Jet Airways to thwart the Tata group's bid to start an airline in India in association with Singapore Airlines, a former top bureaucrat has said in a tell-all book.
"The history of civil aviation in this country would have taken a different trajectory, if Tata Singapore Airlines had been allowed to float an airline," wrote M.K. Kaw, the civilian aviation secretary in the government of prime minister I.K. Gujral.
In his book "An Outsider Everywhere - Revelations by an Insider" (Konark Publishers), Kaw said Ibrahim refused to clear the proposal despite policy papers being put up before him.
"The minister did not clear the file, despite several attempts on my part."
"The Tatas finally got tired of waiting and withdrew their proposal. Recently, Ratan Tata explained that one person had stood between the Tatas and the fulfillment of their aspirations in the civil aviation sector," Kaw said.
He said the Tata group was not allowed to open an airport. "They had wanted to set up an international airport at Bangalore. They had a foreign collaborator with all the expertise connected with setting up of world-class airports. Normally the proposal should have been through.
"I submitted the case to the minister (Ibrahim). He did not okay the proposal."

NOTAM creates confusion at airport

Thiruvananthapuram: Confusion prevails over the one-hour NOTAM (Notice to Airmen) issued at the Thiruvananthapuram international airport for taking up maintenance work on the 3,398-metre runway.
(NOTAM is a notice containing information concerning the establishment, condition or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential to personnel concerned with flight operations).
Although NOTAM has been in place for the past eight months, the announcement by the Station Manager of Air India (AI) that the IX 481 Thiruvananthapuram-Kochi-Dammam flight on Monday and Friday had been rescheduled till July 15 in view of the “closure of the runway” has irked the airport authorities.
A top official of the Airports Authority of India (AAI) said the airport had not been closed as stated by the AI Station Manager and only NOTAM had been issued. “The NOTAM is in place for the last eight months and we have extended it to complete the maintenance work,” he said.

Air India, GoAir stop flights in and out of Ranchi

Ranchi: Passengers travelling to and from New Delhi to the city will have to face a tough time as Air India and GoAir are withdrawing their morning flights from Thursday. "We are going to withdraw the service between April 19 and June 14," said an official of Air India.
On being asked about the reasons behind the withdrawal, he said, "I can only confirm that the morning flights will be withdrawn. I am not aware of the reason."
Officials of GoAir, which is withdrawing its morning flights from May 1, also refused to give any reason.
The in-charge of the Birsa Munda Airport, Raghavendra Raju, was similarly tight-lipped. "It will be better if you talk to the airline operator concerned," said Raju.
"There can be two reasons for the withdrawal. Either they are not able to afford or have found an alternative profitable route. It's the peak season and this shouldn't have happened now," said Sajjan Sharaf, president of the Federation of Jharkhand Chamber of Commerce and Industries.

UP govt to revive Kushinagar airport project

There is still hope for the long-awaited greenfield Kushinagar international airport project in eastern Uttar Pradesh. The project, which was first mooted by the Mayawati government in 2008, before being abandoned by developers for being ‘unviable’, is once again on the threshold of resurrection. The SP government has taken it up as a priority project and efforts are on to invite letters of intent (LoIs) for the project to give it a fresh headstart. The UP has also decided to send the project to the Centre for viability gap funding after restructuring and scaling it down significantly. The airport project, which is to be built under the public-private partnership (PPP) mode on a design-build-finance-operate-transfer (DBFOT) basis, was earlier estimated to cost R 650 crore.
Speaking to FE, an official of the industry department said that the project has been approved by the state government and now efforts are on to issue an order asking for EoIs. “We have already had discussions with the Planning Commission and the finance ministry, and our bid document will be vetted by them. The interaction with them has been very beneficial as we have received good inputs from them,” said an official requesting anonymity.

Chennai airport may soon get a travelator to connect terminals

Chennai: If things proceed as per the revised proposals of the Airports Authority of India (AAI), the Chennai airport will get a travelator to connect the new domestic terminal to the new international terminal and a multi-level car parking (MLCP) facility.
Both facilities were part of the original mega expansion project when it was launched, but in course of time, escalation of costs of certain components forced the authorities to jettison the important facilities.
With the project nearing completion, the AAI had sent a revised estimate for the expansion project to Public Investments Board (PIB) a few months ago.
A senior AAI official said that originally the AAI had estimated the expansion project cost to be Rs. 1,808 crore. But, with the increase in costs the AAI sent a revised proposal with a revised estimate of Rs. 2,015 crore to the PIB for its approval. This would provide an additional reserve of Rs. 207 crore, the officer said. “We feel that the PIB will soon approve the revised estimate sent by the AAI. With adequate funds, the AAI can possibly think of installing the travelator and the multi-level car parking facility,” the officer said.

Terror suspect slips via Cochin International Airport

Kochi: The sudden disappearance of the several lookout circular (LOC) entries from the central server at the Suspect Index Cell has left the officials aghast and investigating agencies clueless.

MIAL owes govt Rs 1,120 crore: CAG report

Mumbai The state government failed to recover Rs 1,120 crore from Mumbai International Airport Limited (MIAL) towards the rehabilitation of slumdwellers and extended undue benefit to Housing Development and Infrastructure Limited (HDIL) through excess TDR amounting to Rs 187.17 crore, according to the Comptroller and Auditor General report tabled in the state legislature on Tuesday.
The report has come down heavily on the rehabilitation of slumdwellers along the international airport in Mumbai.
The Airport Authority of India (AAI) in April 2006 granted exclusive rights on 276.46 acres of airport land, encroached upon by slums and hindering the development of the airport, to MIAL. In March 2007, Urban Development Department by an amendment to the DCR allowed inclusion of rehabilitation of airport slums by the Slum Rehabilitation Authority (SRA). MIAL awarded the work of slum rehabilitation to HDIL for completion in two phases.
The developer was required to complete the rehabilitation on alternative land and evict slumdwellers from airport plot measuring 157.93 acres in the first phase and 118.53 acres in the second phase. Accordingly, seven projects involving 28,000 tenements were proposed in the first phase.

Delhi, Sydney airports sign MoU

Delhi Airport has signed an MoU with Sydney Airport aimed at collaborating with each other to strengthen avitation services between India and Australia. The MoU, signed about two months ago, explores opportunities for direct flights between the two countries, a DIAL official said. The collaboration with Sydney Airport, which is one of the world’s best airports, would be on sharing of operational expertise and further extension of Sydney Airport’s growing network of strategic partners, the official said. “Sydney and Delhi are the largest markets for Australia- India air traffic in their respective countries and both cities are the gateway to their respective countries.
Working together with Delhi Airport makes sense in terms of achieving our common objectives of growing this market,” said Kerrie Mather, chief executive officer of Sydney Airport. She said, the Australia-India market was the single largest market not served by direct services. “Delhi has a population of more than 22 million and there is strong travel between the countries for business, leisure, education and visiting friends and relatives. “With a large Indian community in Sydney and growing demand for inbound travel, India is a key emerging market for tourism, as well as business travel.

Plane loses ATC link over IGI, lands safely

New Delhi: Imagine an aircraft that's just moments away from landing suddenly loses all contact with the air traffic control (ATC) at the destination airport. The radio fails and then both do not now know what the other is doing for many minutes before touchdown! This is precisely what happened at Delhi airport on Tuesday afternoon when a SpiceJet flight from Hyderabad was approaching towards capital to land.
The Boeing 737 established the first contact with the ATC at IGI airport after entering Delhi region and then the communication between the tower and the cockpit suddenly went dead. Sources say that for the next five to ten minutes there was no contact between the two. However, luckily for passengers, contact was re-established when the aircraft was about 80 miles from IGI and then it landed safely.
