Five people arrested for stealing aviation fuel

Nagpur: A Sonegaon police team has arrested five people, including driver of a carrier vehicle, for their alleged role in stealing fuel meant for aviation sector on Saturday. The gang used duplicate key to unlock the fuel chambers of the carrier to steal the expensive combustible fluid before it was delivered.

Police, having earlier information, laid a trap before nabbing five members of the gang while they were in the process of siphoning off the fuel from the vehicles near fire exit of the aerodrome. It was learnt that gang later disposed off fuel as kerosene or petrol in the black market. The carrier vehicles, after refilling the tankers from Khapri, would deliver the fuel at the airport.

GMR, GVK can bid for six airports' privatisation

New Delhi: The government has allowed airport operators GMR and GVK to bid for the six airports to be awarded in the second phase of airport privatisation.
Recently, leading companies that attended the pre-application discussions had expressed concern as GMR and GVK already had two airports each in their portfolios, after successful bids, the companies might end up operating four airports each and, hence, run a duopoly between them.
The companies had said while a new entity could win only up to two airports and only one among Kolkata, Chennai and Ahmedabad, there was no such bar on GVK/GMR. While GMR operates the airports in Delhi and Hyderabad, GVK manages the ones in Bangalore and Mumbai.
“GMR and GVK can each be awarded a major airport and a minor one, in the event of a successful bid. There were some arguments that they should be excluded. We have decided to allow them to participate in the bidding process,” said a senior government official associated with the tendering process.

Hope for clearance of gold shipments stuck at airports

Indian gold importers expect the customs department to clear remaining shipments stuck at airports later in the week, while some banks have already restarted imports, easing supply pressures and prices in the domestic market. Also Read: Gold gains as US shutdown looms Gold shipments into India, the world's biggest buyer of the metal, came to a virtual halt after the Reserve Bank of India told importers on July 22 that a fifth of their purchases would have to be turned around for export and 80 percent would be available for domestic use. The new rule created confusion among government officials, prompting the commerce ministry to hold a high-level meeting to sort out the confusion and clear all shipments lying at airports. "Finally, our shipments are under clearance after two months. We should come to know about its fate by tomorrow evening...," said a dealer with a private bank in Mumbai, adding "we have orders in the pipeline and will start processing them". Exporters are scrambling for stocks ahead of the peak Christmas season in the United States, though premiums in the spot market eased to USD 5-7 an ounce as against USD 40 seen earlier in the month.

Karnataka Govt looks to AAI as pvt developers' feuds stall regional airport projects

Bangalore: As efforts to build airports in five tier II cities hit roadblocks, the Karnataka government is planning to dump the PPP model in favour of a partnership with the Airports Authority of India.
This move has been necessitated because the proposed airports in Gulbarga, Shimoga, Bellary, Hassan and Bijapur, which were initiated by the previous BJP government, have been grounded up due to issues ranging from disputes between PPP partners and problems with land acquisition. About 35 per cent work on the airport in Shimoga is over while the one in Gulbarga is half-way through.
Karnataka's minister for infrastructure Santhosh Lad has said developers of other five airports have withdrawn on account of "economic slowdown, financial inviability, land acquisition disputes, breach of agreements and internal differences among project developers".
Now that AAI has announced to develop 100 regional airports across India to boost domestic aviation, Karnataka wants to partner it to revive its floundering projects.

Hand over only small airports to pvt cos: AAI union

Mumbai: Opposing the government plan to hand over six leading Airports Authority of India-run airports to private players, its employees union has asked the government to hand over smaller airports to them and not those where huge investment has already been made.
The union has also threatened a nation-wide four-day relay hunger strike from October 22 as a part of their ongoing agitation, which started earlier this month by sporting black ribbons, to protest the privatisation move.
The aviation ministry recently decided to hand over the AAI-run Kolkata, Chennai, Ahmedabad, Lucknow, Jaipur and Guwahati airports to private companies despite opposition from the unions, after investing over Rs 5,000 crore of public funds for their modernisation.
"The government says it plans to develop a network of 100 smaller airports. So, why it should not ask private companies to develop them instead of giving the revenue generating ones to corporates," Airports Authority of India (AAI) Employees Union General Secretary Balraj Singh Ahlawat told PTI.

AirAsia seeks Aviation Ministry nod to operate from old Chennai terminal

Mumbai: Concerned over an expected cost escalation due to the Government decision to privatise six more AAI-run airports, AirAsia India has sought the Aviation Ministry’s permission to run its proposed operations from the old terminal of the Chennai airport.
“AirAsia India has written to the Aviation Ministry seeking its permission to use the old Chennai terminal for its proposed operations. The move comes after the Government decided to privatise six airports, including Chennai,” a source close to the development told PTI.
The Aviation Ministry had recently decided to hand over six Airports Authority of India (AAI) run airports in Kolkata, Chennai, Ahmedabad, Lucknow, Jaipur and Guwahati to private companies despite vehement opposition from AAI unions, after investing over Rs 5,000 crore of public funds for their modernisation.
The Malaysia-based AirAsia, whose USP is low-fare, mostly flies from low-cost airports instead of main airports to save costs, a concept which is yet to take off in the country.

IndiGo flight, foreign chartered plane had a near miss on Nagpur skies

Nagpur: An IndiGo Bangalore-Nagpur flight with 176 passengers on board and six crew members received a resolution advisory on September 23 morning while it was preparing to land. Resolution advisory is a warning given to aircraft by an inbuilt device called the traffic collision avoidance system (TCAS) when two aircraft come too close in the air and are in danger of collision.
The IndiGo flight 6E-435 was on its way to land at Nagpur's Dr Babasaheb Ambedkar International Airport when an internationally registered aircraft (no. ATR 72-500), which flew in too close to it, triggered off the resolution advisory. Both, the airline and the Nagpur air traffic control (ATC), confirmed the incident and said that the directorate general of civil aviation (DGCA) was investigating the matter.

Looming LS polls throw Mopa out of gear

Panaji: The looming Lok Sabha polls has landed the Mopa airport mission squarely on the backburner with observers pointing out that the 18-month-old BJP government has clipped the project's wings in an effort to woo the South Goa vote.
On the ground, STOI has found that though chief minister Manohar Parrikar, just ten days ago, attributed the project's slowdown to the government having to conduct the environment impact assessment (EIA) study, what he failed to say is that the government has yet to issue the request for qualification (RFQ) document.

Space crunch hits private aircraft operations

Pune: Parking issues it seems are not limited to four-wheelers on roads. The Pune International Airport too has limited parking space and there is little scope to expand the area. The delay in building the new airport even as city's skies get busier has affected the private aircraft operators. Private, non-scheduled aircraft owners and operators are now forced to park their aircraft at distant locations such as Aurangabad and Nashik.
The Airport Authority of India (AAI) too has expressed helplessness on the grounds that the airport is under the control of the IAF. Airport authorities said city's 17 private aircraft are vying for space at the airport. Eight aircraft have been allotted permanent parking space for night halt. The remaining nine aircraft get permission to park only if any of the permitted eight aircraft are away. Furhtermore, four requests for night halt are pending.

New hangar to be ready by Dec, land sought from IAF

Pune: Efforts at the local level are on to accommodate more aircraft. "A new hangar is under construction and is likely to be completed by December. This may accommodate additional 3-4 small aircraft from the present lot. Thus we can address pending requests," said an official. "We have also requested IAF to allot five acres. Talks are on and in case the proposal falls through, we may be able to build three bays that can accommodate 12 aircraft."
But the operators/ owners have a different take on the issue. Wing Commander (retd) W H Marshall, CEO, Poonawalla Aviation, said, "It is high time the government gives priority to aviation.

A few days ago, the police sent the eight .22 mm bullets to state forensic science laboratory for ballistic test. "We have not yet received the report," DCP Nitinjeet Singh said.

Survey reveals 34 pc travellers find check-in stressful

New Delhi: One may find flying to a long-distance destination saves a lot time but over a one-third of the travellers find check-in and bag-drop before boarding a plane as the most-stressful part of air travel, according to a survey by aviation think-tank Centre for Aviation and IT solution provider SITA.
Security and border control is stressful for 18.3 per cent while 12.2 per cent find baggage collection the most cumbersome. And only 33 per cent were aware about self check-in facilities at airports for passengers travelling without baggage.
"Airports made the kiosks available in order to achieve higher ratings in airport service quality surveys and are keen to recover the costs. At some airports, kiosk check-in can be more expensive for the airline than a manned counter, and the facility has therefore not been actively encouraged. Kiosk usage as a result is at around 10 per cent at almost all airports where they are provided in India. Bangalore is the best performer at close to 20 per cent," the survey said.

Privatisation of airports: CIAL to bid for operations

Cochin International Airport Limited (CIAL) has decided, as part of its efforts to expand business, to enter the fray for airport operations when they come up for privatisation.
CIAL chairman and managing director V. J. Kurien has been entrusted with the task of preparing the ground for CIAL to compete for bagging airport operations elsewhere in the country.
A statement issued by the Public Relations Department here said the 19th annual general meeting of shareholders on Friday deferred its plans for a rights issue. It would take into consideration the opinion of all shareholders before taking a decision.
An earlier decision by the CIAL to issue shares at 1:1 ratio to minority shareholders came under fire from public sector shareholders of the airport operator. Bharat Petroleum Corporation, Housing and Urban Development Corporation and Air India are among the public sector shareholders in CIAL.

Ready to fly scorpions, spiders seized from cargo

Chennai: When air customs officials received a tip on Friday evening that there was something fishy about a few wooden boxes in the cargo section, they didn't expect scorpions and giant spiders. Underpass proposed as solution to allow Mysore airport expansion

Mysore: After indications that the Centre is not keen on developing the Mysore Airport by realigning a stretch of National Highway 212 connecting Mysore to Nanjangud, senior engineers and a city-based NGO are proposing the construction of an underpass near the airport as a solution.
This comes amid KIADB seeking to drop the process of land acquisition to realign NH 212 citing high cost for compensation as the reason. Union minister for transport and highways Oscar Fernandes had indicated that airport expansion could wait and upgradation of NH 212 was his primary focus. The realignment is crucial for airport expansion given that the proposed runway cuts across NH 212.
A bunch of senior engineers attached to the Institution of Engineers on Friday surveyed the area near Mandkalli where the airport is located. The engineers suggested that instead of realignment of NH-212 via Hosahundi for the proposed four-lane Mysore-Nanjangud road, the government could construct an underpass from Dalvoy Lake to Undabatti Lake. This option is cost effective, saves time and requires lesser land too, they said.

No consensus on Cial shares to minority shareholders

Kochi: In an unexpected move, the PSUs which are large shareholders of Cochin International Airport Limited (Cial) have vehemently resisted the proposal to allocate preferential shares to minority shareholders, forcing the directors to put it on the back burner.
Chief minister Oommen Chandy, who is also the chairman of the Cial board of directors, had to finally announce withdrawal of the resolution supporting the proposal at the annual general meeting (AGM) of the company on Friday and keep it pending till a consensus is reached.
The representatives of PSUs, including Air Inida, Hudco, State Bank of Travencore and UCO Bank, opposed the resolution saying that they must also be allocated shares in proportion to the shares they hold. Some of them even demanded voting on the resolution.
That the chief minister and other directors were caught unawares was evident from the CM's words. "We all thought there could at the most be some token objection to the proposal from the PSUs. But now that they have even demanded voting, it would be better to introduce the resolution after convincing the managements of those companies," Chandy said.

AERA to issue fresh consultation paper on BIA user development fee

Airport checks to reduce as fliers stamp their anger

New Delhi: Air travellers may not have to get their boarding passes stamped after security check at Indian airports if the home ministry manages to get the civil aviation ministry and Central Industrial Security Force on board with the idea of aligning domestic procedures with global practices.
The home ministry has initiated a debate on the matter following complaints from travellers, including foreigners, a senior official told ET. "The effort is to bring security at Indian airports on a par with international practices," said the official, who did not wish to be named. "If boarding passes are not stamped anywhere else in the world, why should they be at Indian airports? Why should a passenger be made to wait even for a minute? The threats in India are similar to those in the US or UK and if security passes are not stamped in those countries, the same should be the case here."

Real estate lies unexplored as BIAL seeks UDF hike

Bangalore: Burdened by rising air fares, passengers at the Bengaluru International Airport (BIA) could be in for a hefty hike in User Development Fee (UDF).
But even if a Wednesday notification by the Airports Economic Regulatory Authority of India (AERA) for a fresh consultation paper offers a temporary reprieve, the air commuters would eventually end up paying for the BIAL’s inability to raise revenue from the vast real estate adjoining the airport.
Two years before the airport construction took off, the Bangalore International Airport Limited (BIAL) had taken possession of 4,008 acres of land on concessional rental terms from the State government. Besides the runway, terminal and other airport infrastructure, a big chunk of this land -- valued then at Rs 175 crore -- was earmarked for real estate that could eventually generate big ticket revenue for the shareholders. But, as airport infrastructure experts point out, the land remained largely undeveloped in the last five years.

Biman Bangladesh planning to operate to several Indian cities

New Delhi: In an ambitious plan to double its fleet and rapidly expand its network, Biman Bangladesh today said it was aiming at operating to several Indian cities, up from two at present, and add flights to Kolkata in a few months.

Delhi Metro Rail Corporation (DMRC) chief Mangu Singh has told the urban development ministry that the amount equivalent to termination payment (Rs 1,820 crore) that the DMRC has to pay to the concessionaire of the airport express line should be given to DMRC as an interest-free subordinate debt to be equally shared by the Centre and government of National Capital Territory of Delhi (GNCTD).

The government had allowed privatisation of six airports in August this year. Tata group’s interest in this clearly comes at an appropriate time, considering that the Tatas have announced their two airline joint ventures (JVs), one with Air Asia and one with Singapore Airlines recently. Experts say that this airport foray will not only help them expand their base further but help them gain market share in the aviation space too. We further understand that Tata group may look at investing around Rs 2800 crore on brownfield expansion for these two projects, which include investments for their metro connectivity, and addition of new terminals too.

‘No plan to scrap Navi Mumbai airport project’

Mumbai:  A few days after warning project affected persons (PAPs) of the proposed Navi Mumbai airport that the state may have to "scrap" the plan if there would be further delays in land acquisition, leading to its cost rising to unfeasible levels, the state on Monday took a U-turn.
The state and Cidco, the agency responsible for the airport development, said that they would go ahead with the project even if its cost had gone up because of delays and dollar appreciation. The "warning" was the government's land acquisition negotiation tactic with the PAPs, said a source.
But a crucial meeting that was to take place between state leaders, led by chief minister Prithviraj Chavan, and the Prime Minister in New Delhi to discuss Navi Mumbai projects was postponed on Monday. It is reported that the meeting was delayed due to infighting the Congress-NCP coalition. While Chavan heads the urban development ministry, the NCP controls Cidco.

Mysore airport expansion could be hit

Mysore: The workable Mysore Airport's expansion plans are grounded for now.
While the Union road transport and highways minister Oscar Fernandes on Monday cold-shouldered the concerns of the stakeholders in the development of tourist hub who are seeking increased air connectivity as an engine for growth, the minister indicated that the realignment of a stretch of National Highway 212 connecting Mysore to Nanjangud could not happen anytime soon. Simply put, the airport expansion plans have hit air pocket given that the realignment is the prerequisite for the extension of the runway.
The minister said upgradation of NH 212 will start soon. When asked how about the realignment of the stretch between Mysore and Kadakola near the temple town, Fernandes said he will look into it. When pointed out that it is imperative for the expansion of the airport, he said: "Now that I'm here I'll have a look and it and study. I'll take necessary action to correct things."

Now, Chennai new inernational terminal marred by problems

Chennai: After the new domestic terminal at Chennai airport, now the international facility has run into trouble with passengers.
There are several teething problems, said airport officials. “Recently, passengers complained of water droplets falling on their heads while waiting at the check-in counter. It may be due to a problem with the condensation and we don’t know when it will be set right,” said an airport official.
Another problem area is the X-ray baggage scanner. Two of the scanners are not functioning at present and therefore a roller has to be used to transfer bags to another scanner.
Additional manpower was put in place to manually move the baggage but the number of workers is not sufficient, said another official at the airport.
“Had it been a mechanised roller, we wouldn’t need workers to push the bags through. Also, staff members do not turn up to work on time and we are forced to keep passengers waiting. For the past three days, there have been delays of about 45 minutes due to this issue,” the official said.

Coimbatore airport waits for expansion

Coimbatore: A 12,500 feet runway, larger terminal, more parking area and bigger aircraft flying in and out of the city - these and many more facilities can become a reality if the Coimbatore International Airport is expanded.

According to sources, the airport is allowed to operate on conditional licence that is renewed every six months, though it is usually valid for two years. It needs to meet some operational requirements, mandated by the International Civil Aviation Organisation (ICAO).

Now, operators can pay by credit card at airports in Mumbai

Mumbai: Incredible though it may sound, the Airports Authority of India (AAI) — the government organization that runs airports in the country — was stuck in the eighties till Saturday morning, which was when it discovered the credit card and its uses to collect fees from aircraft operators.
After requests from the aviation industry, the AAI on Saturday, finally, installed and inaugurated credit card swiping machines at the city airport and Juhu aerodrome, making them the first two in the country to allow cashless transactions. In the coming weeks, the facility is expected to reach other airports too. "It will be a huge relief, especially for those aircraft charter operators that fly to four-five airports in a day, for instance during election campaigns. Till now, the operators had to carry nearly Rs 50,000 or more cash, depending on the aircraft type, distance flown, parking facility needed, etc," said Captain Uday Gelli of Rotary Wing Society of India, the helicopter industry representative that put the credit card payment request before AAI two years ago.

Gold smuggling up by 5-fold at IGI airport

New Delhi: Gold smuggling operations at IGI airport are getting bigger and smarter. The quantity of the metal being recovered from suspects leaving the Terminal-3 has gone up by 550% over the last one fiscal.
Officials say it is not only the undercover gold trade that is picking up, but the operators are also becoming better at hiding their trails, forcing law enforcers to exercise greater alertness and intelligence in order to catch them.
"What we have been seeing for the past few months is a dramatic changing of the profiles of the couriers. A few months ago, smugglers of a particular ethnicity carried gold. Then it was a middle class man from another region. The handlers changed the profile of the courier to women and the latest case was of a lower middle class person from UP," said an official on condition of anonymity.
The official said no one can predict what tactic the smugglers will now employ. "It's not one-way vigilance. Smugglers also profile us. They watch us examining people of a certain background and quickly change their modus operandi," another official said.

Singapore Airlines may develop Delhi as long haul network hub

Mumbai: Singapore Airlines might develop Delhi as a hub for its long haul network, analysts and experts have said.
On Thursday, the airline announcing a joint venture (JV) with the Tata Group and would hold 49% in the airline.
“Singapore Airlines’ (SIA) latest investment with Tata Sons on an Indian premium carrier appears to be a double-edged sword. On the plus side, Singapore Airlines has the expertise to create premium products and this deal enables it to tap into India's growth in international travel,” said Hong Kong-based aviation analyst Daniel Tsang.
Furthermore, SIA could use New Delhi to launch new flights to North and South America alongside its Indian subsidiary, while picking up domestic feed traffic at the same time, thereby remedying SIA's network deficiencies, Tsang added.
Indian government rules do not allow airlines with less than five years of operations (within India) and 20 planes to fly abroad. There is a move to amend the rule but no decision has been taken yet.
